Local Governments are at the frontline of early childhood service delivery. We invest in innovative tools, data, and institutional capacity to help districts prioritize, budget, and manage high-quality early childhood development services across Uganda.
Why this Work
The Challenge
National-level policies and early childhood strategies are vital, but face a major hurdle: if they do not work at the district, sub-county, and parish levels, they do not work at all. Local governments are legally tasked to plan, budget, recruit, and supervise community services, yet they often lack the practical implementation tools, data-driven frameworks, and targeted financing required to make Early Childhood Development (ECD) a reality.
Without clear metrics to track progress or structured interdepartmental coordination, early childhood services remain siloed, underfunded, and difficult to scale in the hardest-to-reach communities.
What We Believe
We believe that local governments are the ultimate catalysts for sustainable systems change. When district leaders are equipped with clear performance tracking tools, when departments collaborate across health and education lines, and when local budgets explicitly prioritize the first 1,000 days of life, communities unlock equitable access to quality early learning that lasts a lifetime.
Our Approach
We serve as a convener, connector, and capacity-builder, bringing together stakeholders across sectors and levels to strengthen Uganda’s ECD ecosystem and accelerate collective impact.
The ECD Local Government Scorecard
We design and deploy structured diagnostic tools and assessments that track, measure, and visualize how well districts are performing against national early childhood standards.

- Dedicated ECD planning and multi-sectoral budgeting
- Workforce deployment, teacher motivation, and localized training
- Routine supervision and quality monitoring of ECCE centers
- Integrated access to essential services (play, health, nutrition, and WASH)

District Engagement & Capacity Support
Data is only useful if it drives action. We work hand-in-hand with district officials, planners, education officers, and health teams to turn scorecard insights into systemic improvements.

We bridge the communication gap between grassroots realities and high-level national policy decisions to ensure national frameworks reflect actual field experiences.
