Driving Catalytic, Systemic Change for Uganda's Youngest Children
EYC Uganda works across four interconnected program areas to strengthen early childhood development systems, from national policy to district-level delivery. We combine evidence, advocacy, partnerships, and accountability to ensure the most vulnerable children get a fair start.
EYC doesn't deliver services directly; we strengthen the systems around them
Our approach is:
Evidence-led, community-informed
We bridge grassroots realities with high-level decision-making. Our research starts in districts and ends in policy briefs on ministerial desks.
Multi-sectoral
Early childhood development spans education, health, nutrition, gender, and protection. We work across all of them so no sector operates in isolation.
Equity-driven
We prioritize the most vulnerable children and hardest-to-reach districts. Our assessments and tools are designed to surface inequality, not hide it.
Collaborative
We convene, we don't implement. EYC brings government, civil society, researchers and development partners together through platforms and joint action.
Our Key Program Areas
Policy, Influence and Strategic Advocacy
We champion stronger national and local ECD policies by working with government ministries, Parliament, and civil society. Through strategic communications and public campaigns, we elevate ECD on Uganda’s national agenda.
Contributed to the development of the National ECCE Policy and its Implementation Standards and Guidelines.
Connect the Ecosystem
We convene multi-sector stakeholders, from government agencies to community organizations, to align efforts, share learning, and avoid duplication in ECD service delivery across Uganda.
Facilitate national and sub-national coordination platforms that bring together [NUMBER] partners working on ECD.
Local Government Assessment
We assess district-level readiness and performance on ECD using structured tools and scorecards, helping local governments understand gaps, prioritize investments, and track progress.
Conducted ECD readiness assessments in various districts, producing actionable scorecards for local planners.
Evidence and Adaptive Learning
We generate, manage, and disseminate evidence on the state of ECD in Uganda, the data foundation government, partners, and communities need to make informed decisions.
Produced the National Situation Analysis of ECD in Uganda, the most comprehensive assessment of ECD services, access and quality in the country.
How Our Work Connects
EYC’s four program areas are designed to reinforce each other, a continuous improvement loop, not a list of separate activities.
- Evidence & Data reveals the gaps — where children are falling behind and why.
- Policy & Advocacy translates that evidence into national and local policy change.
- Coordination & Partnerships align government, civil society and communities to implement those policies.
- Local Government Assessment measures progress at district level and feeds new evidence back into the cycle.
