Evidence and Adaptive Learning
To build a better future for Uganda’s youngest children, we need evidence. We curate reliable data, track multi-sectoral metrics, and champion rigorous research to ensure that national policy, district budgets, and community investments are driven by insight, not assumptions.
Why this Work
The Challenge
While the science proves that the first 1,000 days of a child’s life lay the foundation for all future development, critical data on this window is often fragmented, outdated, or locked away in academic silos. Decision-makers frequently lack access to real-time, sub-national metrics that integrate health, nutrition, early learning, and child protection.
Without accessible, localized data, resources are distributed based on guesswork rather than actual community needs, and the powerful personal stories of frontline workers and families are lost beneath abstract statistics.
We believe that data only informs decisions when it is coupled with a culture of reflection, where stakeholders are empowered to bridge the gap between abstract statistics and real-world outcomes.”
What We Believe
We believe that rigorous evidence and lived experience are the twin pillars of effective advocacy and systemic reform. When complex datasets are translated into highly visual, usable tools, and when human stories humanize the statistics, communities are empowered to demand accountability, and policymakers are equipped to make smarter investments that help every child thrive.
"Data tells us where the gaps are, but human stories tell us why they exist and how to fix them."
Early Years Count Evidence Framework
Our Approach
We use multi-sectoral lenses and data-driven platforms to redefine how early childhood tracking works in Uganda, from national ministries to parish health teams.
National ECD Data, Evidence & Knowledge Hub
We developed and maintain a centralized digital repository that curates, synthesizes, and shares up-to-date information on early childhood outcomes across Uganda.
The Hub Includes:
- Core baseline indicators tracking health, nutrition, early learning, protection, and parenting.
- Interactive dashboards and district-level data visualizations for local planners.
- Synthesized research summaries and regional situation analyses.
Voices from the Field:
A dedicated space for qualitative stories, testimonials, and frontline worker insights.
Situation Analysis & Sector Reviews
We produce comprehensive, evidence-based publications that actively map emerging trends, funding gaps, and scaling opportunities across the sector.
Key Publications & Deliverables:
- National and sub-national early childhood situation analyses.
- Rigorous public investment and financing reviews targeting pre-primary structures.
- Independent progress reports evaluating ECCE Policy implementation gaps.
- Learning syntheses extracted directly from pilot ECD projects and community innovations.
Research, Learning & Knowledge Translation
We don’t just generate raw data; we make it accessible, practical, and highly usable for advocacy teams and public officials alike.
Core Activities
- Translating complex academic research into user-friendly policy briefs, infographics, and explainer videos.
- Commissioning and co-producing localized studies alongside leading universities, think tanks, and civil society networks.
- Promoting the active uptake of evidence in national legislative and budget-setting forums.
- Facilitating cross-sectoral learning exchanges between districts to share what works.
Our Unique Approach to Evidence
We break down traditional research boundaries by prioritizing data collection methods that are human-centered, responsive, and completely holistic.
Key Distinctions:
- Integrated Narratives: Blending hard, quantitative statistics with qualitative real-life community voices.
- Action-Oriented Design: Shaping every report, brief, and visual tool explicitly for field application, not just academic publication.
- Multi-Sectoral Tracking: Monitoring indicators simultaneously across interconnected fields like health, education, gender equity, and nutrition.
