OUR PHILOSOPHY

Foundations for Future Success

Local Governments are at the frontlines of early childhood service delivery. They plan, budget, recruit, supervise, and engage communities. If ECD systems don’t work at the district level, they don’t work at all. 

That’s why Early Years Count (EYC) is investing in innovative tools and partnerships to strengthen how local governments prioritize and deliver early childhood services. Our Local Government Assessment work builds accountability, encourages peer learning, and helps unlock district-level action for Uganda’s youngest children.

Every child deserves early learning opportunities, especially the most vulnerable. We prioritize marginalized communities through localized, inclusive solutions.

Parents are empowered with simple, actionable strategies to nurture cognitive, social, and emotional growth even without formal schooling.

ECD Local Government Scorecard

We’re piloting Uganda’s first ECD Local Government Scorecard to track district progress in planning, budgets, workforce, services, and child protection. It helps leaders visualise strengths, address gaps, and share practical solutions that drive better results.

District Engagement and Capacity Support

We work closely with district leaders, planners, and frontline staff to strengthen capacity, embed ECD in local budgets and plans, and co-design solutions. This ensures ECD is treated as a shared cross-sector mandate, not a standalone issue.

Linking Policy to Practice

Our bottom-up, system-wide approach connects local realities with national policy. By testing tools, generating district evidence, and sharing learning across districts, we bridge implementation gaps so national strategies lead to real, sustainable change for children.
