OUR PHILOSOPHY

Fostering Early Years Engagement

We believe that strong policies, sustainable financing, and informed public discourse are the foundation for equitable and quality early childhood development (ECD) in Uganda. 

Our Policy, Advocacy, and Communications work is focused on driving systemic change that prioritizes the needs, rights, and potential of young children, especially the most marginalized. 

We work to shift mindsets, mobilize action, and influence the systems that shape their earliest years. 

We drive increased use and quality of ECD services. Engaged families understand their value, leading to better outcomes for children and improved service delivery.

Our work fuels commitment and investment for the ECD sector. Highlighting early years returns helps leaders prioritize vital policies and resources for child development.

We empower parents and communities to be active advocates. Through information and dialogue, they gain knowledge to inspire collective action for children’s foundational support.

Driving Early Childhood Action

Early Years Count Uganda utilizes Communication for Development (C4D) – a proven, systematic, and evidence-based approach – to create positive and measurable behavior change. We aim to empower parents and communities to take individual and collective actions that promote optimal early childhood development.

Influencing ECD Policy & Legislation

We partner with government ministries, Parliament, and civil society to shape a strong policy and legal environment that protects Uganda’s youngest children. We focus on policy development, integration into education reforms, and national strategies for safety and inclusion.

Financing for Early Childhood (ECD)

We show that every shilling invested in early childhood brings lifelong returns. By reviewing spending, analysing trends, and convening budget dialogues with government, we push for increased, sustained funding for quality pre-primary and ECD services nationwide.

Public Engagement
and Strategic Communications

We keep ECD at the centre of national conversations. Through compelling campaigns, local champions, and accessible messages, we inspire families, leaders, and communities to prioritise young children & demand better services for them.

We believe real change comes from listening. We ensure children, caregivers, teachers, and frontline workers shape what we advocate for. Their lived experiences guide our research, policy input, and campaigns, so decisions reflect community realities and needs.
